THE MISSING MONEY | Part 2 – Undocumented Disparate Impact

There is an unrecorded time period in the U.S. Federal courts in which Title VII dismissals or errors on appeal weren’t being documented or reconciled at all. During the California National Guards largest financial disaster there was no access to the legal system. I made a decision to fight for my pension in federal court and by writing a series of books explaining this undocumented time period when me and other African American soldiers were adversely impacted by the U.S. National Guards performance appraisal policy and practices. Please help soldiers and veterans find their missing money. If you know how to get a decade old Title VII error acknowledged and settled let me know.  Although most pay policies are neutral, when it comes to race, the a performance appraisal policy can be used in a negative way to categorize a person or groups iq, pay, appearance, skill, criminality, abilities and employment status within the military department.  Below is a list of events that happened after I put an end to the U.S. National Guards performance appraisal policy.

NOV 2009 | California National Guard implemented new Performance Appraisal regulation

JUN 2005 | U.S. National Guard Performance Appraisal regulations deleted after the fact in November 2009

FEB 2014 | Reopened federal inquiry into U.S. National Guards Performance Appraisal regulation

SEP 2014 | U.S. EEOC Title VII Error Report Published after the fact for years 2008 – 2014

NDAA 2014 | U.S. National Guard Dual Status Technician claims of discrimination are considered claims made by a member of the Armed Forces.

Hey Ya’ll I created this slide show using PowerPoint. Dr. Skidmore was not the only person who experienced an agency within the U.S. Department of Defense disabling links, refusing to answer questions, and changing financial documents.

The Solari report, released some nine months ago, by Mark and Catherine Austin Fitts point to trillions missing inside the Department of Defense from 1998 to 2015. In my research from 1997 to 2014, I point out two financial disasters happening at the same time inside the California National Guard. One in the U.S. Army and the other in the U.S. Air National Guard, both issues have not been resolved.

The military disabled links and changed financial documents when I confronted them about the financial documents on its website. I saved a photographic view of the financial documents before they had a chance to make any changes.

Please help the U.S. veterans and soldiers get their pay errors and pension problems acknowledged and settled as soon as possible. Forward this video to a professional accountant, attorney or journalist.

THE TRUTH | Claims Made About Missing Money From the U.S. Department of Defense

1. We know because it’s in the public domain that some research or an investigation was done spanning a twenty year period from 1996 to 2016.

2. This research or discovery period from 1996 to 2016, point to ESI. ESI stands for Electronically Stored Information. It is information in electronic format, stored on a government computer or website and is easily accessible in the public domain.

3. This ESI combined with information from multiple U.S. news agencies could reveal decades of performance and/or accounting disasters happening at the same time in multiple departments.
4. During this research or discovery period, there were allegations that various types of transactions, errors or adjustments were made and not documented or reconciled correctly.

5. The total number of people impacted and the cost to the U.S. Department of Defense from 1996 to 2016 hasn’t been fully calculated.

6. During this twenty year time period of research and/or investigation. Some have attempted to correctly capture and resolve the accounts, errors or adjustments.
According to Solari, the U.S. IG has not provided any additional information and has not responded to questions about the financial reports stored on its website.

I attempted to reconcile my Title VII error during the California Guards largest financial disaster. A review of its military department’s performance appraisal policy was barred by the military Feres Doctrine.

I read through a few articles written by Reuters, the LA Times, and USAToday and I could not locate any actions specifically to assist with resolving undocumented claims during this twenty year time period of research or discovery.
